Problem Description.
 

Trying to create an Azure SQL Database you may get the following error message:


"The resource operation completed with terminal provisioning state 'canceled'. The operation timed out and automatically rolled back. Please retry the operation."

On Azure Monitor, if you search the Activity Log, you may find the following errors:

Update hosting plan
Time stamp
